Natural Hazards to the Bataan Nuclear Power Plant

Prof. Kelvin Rodolfo of the Univ of Illinois’ Department of Earth and University of the Philippines published part 1 of his article on the volcanic and earthquake hazards facing the Bataan Nuclear Power Plant (BNPP).
The BNPP is in the middle of a controversy between Cong. Cojuangco’s Bill to revive the plant and those who oppose it’s revival. Opposition to the bill is mounting with the most noise coming from activist group GreenPeace and the powerful Catholic Church
Prof Rodolfo’s article shows that in the rush to build the powerplant, in order to address the serious energy crisis of 1973, assessment of the geologic hazards inherent in the site were not properly conducted. A study of that proportion would have also entailed a considerable amount of time to complete. It was found out that the BNPP, which is situated in Morong Bataan, sits right on top of a volcanic area. Early on the design phase, alarms raised as to the region having high probabilities of earthquakes occurring due to the volcanic presence were promptly ignored.In fact, if the 1997 International Atomic Energy Agency (IAEA) guidelines on “Volcanic Hazard in Nuclear Power Plant Siting — An IAEA Guidance — Provisional Safety Standards Series No. 1.” were applied today to the BNPP, the site location would be deemed unsuitable.
The BNPP was commissioned and constructed during the time of President Marcos. During the time of President Aquino, the anomalies in its construction were exposed. Not one watt of power generated from the power plant was ever used to supply power to the grid. One of the charges levied against it was its unsafe design and the over pricing incurred during its construction that was said to have lined the pockets of corrupt government officials at that time. Despite the fact that it was never used, the Philippines still continued to pay the foreign contractors who were responsible for building it.
