Hedcor revises hydro power plant design for mutually beneficial use of Tamugan River

Just recently it was announced that Hedcor, developer of the Tamugan hydro electric power project, had submitted to its main rival, the Davao City Water District (DCWD), a compromise proposal for use of the Tamugan river in order to achieve a “win-win” situation for both parties on the use of the river.
Basically it will mean that Hedcor will only build one hydro electric power plant on the site instead of the planned two and move the plant to a higher elevation. Redesign is expected to be finished in 6 months.
The original plan had two cascading run-of-river hydropower plants. It would have consisted of the upstream 7.5 MW Panigan plant tapping the Panigan River and the downstream 20 MW Tamugan Plant tapping the Tamugan River. Both plants would have generated 27.5 MW of power for the grid.Because of this the planned capacity of the hydro electric project would be reduced to 18MW along with total cost of construction. From the original P6 Billion it would now only cost P5.2 Billion.
DCWD had opposed Hedcor’s hydro electric power plant project because they said that it would dry up the river and in turn its supply of water to Davao City’s watershed..
Thebattle for the use of the Tamugan river had dragged on for such a long time that even the city Mayor was called into mediate. DCWD had prior rights to the use of the river due to a permit given to them by the National Water Resources Board. However on a recent ruling, the NWRB had denied DCWD’s objection to Hedcor’s use of the river while also granting user rights to Hedcor. Despite the setback, DCWD announced that it was still pressing on with legal action to block Hedcor’s power plant project.
